The first Cannes Film Festival didn’t take place, but it existed. In 1939, while Europe was on the brink of war, the French government – represented by Jean Zay and Philippe Erlanger – endeavored to set up an ambitious film project aimed at countering the grip of dicatorships on cinema. Interweaving politics and cinema history, this film takes up the unexpected challenge of recounting an event that never took place.
